Rare Vintage Mattel 1964 Talking Baby First Step- does not talk or walk

Eyes open and close when head moves from horizontal to vertical and back again.
Doll does not walk or talk, perhaps can be repaired.
Doll itself in pretty good condition except hip joint, see photos.
